CRVENKOVSKI, PRVANOV AND TADIC TO MEET IN OHRID

Presidents of Macedonia, Bulgaria and Serbia, Branko Crvenkovski, Georgi Prvanov and Boris Tadic will hold a meeting on Thursday in Ohrid.
As President Cabinet's press release reads, Macedonian President Crvenkovski initiates the meeting.
The meeting will focus on infrastructure projects in border areas, the so-called Euro regions, EU integration of the three countries, and other issues of common interest.

EU BUDGET AND MACEDONIA - MAIN TOPICS OF UNION SUMMIT

Disagreements over the EU budget in the period 2007-2013, as well as the issue of granting Macedonia candidate-status for Union membership will be in the focus of attention during the two-day summit of heads of states and governments of EU member-countries, which begins in Brussels on Thursday.
EU chair-country Great Britain had to submit Wednesday a new Budget proposal, which envisages more funds in the joint treasury, in an attempt to find a compromise solution after the previous proposal was fiercely criticized by almost all Union members.
Minister for European Affairs in the British Cabinet, Douglas Anderson stated that the new proposals "are challenging and interesting", but before all "realistic".
"However, diplomatic sources in London suggest that the objective of the new British plan is to "isolate" France at the summit regarding the Euro-budget and the granting of candidate status to Macedonia, which could become "hostage" of EU's poor state.
London officials claim, "Macedonia's chances to get what it deserves are not lost", because "all 24 countries, except one" are in favor of the country becoming a candidate for EU membership, because it is a decision that rewards the huge political progress in Macedonia, which is "the only functional multiethnic democracy at the Balkans, but sends a strong message to the entire region", in light of the beginning of talks regarding Kosovo's future status.
France believes that Union's internal condition should be consolidated before the new wave of enlargement, with the issue to be discussed in the first half of 2006, with Austria as chair-country.
British Ambassador to Paris, John Holmes has warned France not to try and relate the issue of Macedonia's candidate status with the Budget problem as means to exercise pressure on London.
"This is not the way to increase the pressure over the Budget. There have been certain reserves towards Macedonia, but the European Commission has prepared a report that recommends the granting of candidate-status to the country", Holmes emphasized.

IRAQ'S PARLIAMENTARY ELECTIONS

Iraqis voted in a historic parliamentary election Thursday, with strong turnout reported in Sunni Arab areas that had shunned balloting last January, bolstering U.S. hopes of calming the insurgency enough to begin withdrawing its troops.
Several explosions rocked Baghdad as the polls opened, including a large one near the heavily fortified Green Zone, and a bomb killed a hospital guard near a polling station in Mosul. But violence overall was light and did not appear to discourage Iraqis, some of whom came to vote wrapped in their country's flag on a bright, sunny day.
An alliance of Shiite religious parties, which dominate the current government, was expected to win the largest number of seats — but not enough to form a new administration without a coalition with rival groups. That could set the stage for lengthy and possibly bitter negotiations to produce a government.
Up to 15 million Iraqis were electing 275 members of the first full-term parliament since Saddam Hussein's ouster from among 7,655 candidates running on 996 tickets, representing Shiite, Sunni, Kurdish, Turkomen and sectarian interests across a wide political spectrum. Iraqis do not vote for individual candidates, but instead for lists — or tickets — that compete for the seats in each of the 18 provinces.
Some preliminary returns were expected late Thursday, but final returns could take days, if not weeks.
Security was tight, with tens of thousands of Iraqi soldiers and police guarding polling stations, with U.S. and other coalition forces standing by in case of trouble. U.S. troops and bomb-detecting dogs checked thousands of polling stations before handing over control to Iraqi police. A nationwide traffic ban was in effect to prevent suicide bombs.
