“THREE YEARS SAME INDEX OF
CORRUPTION
Macedonia is on the 105th place from 136 countries of the annual global list
for the index of corruption of “Transparency international”, presented in
Berlin. Three years in a row this country has the same index of corruption
(2.7) and it continues to fall in the annual statements of TI. Las year we
were on the 103rd place, and the year before that on the 97th. On the index,
the number 10 means that the corruption doesn’t exist, and zero that the
whole society is contagious with it. Macedonia in 2006 is on the 105th place
together with Bolivia, Iran, Libya, Malawi and Uganda. The index of
corruption for 2006 is a complicate census prepared on the basis of some
polls of experts, who estimate the corruption in the public sectors in 163
countries, which till now is the biggest number of countries from the
foundation of the index in 1995. According to the list of TI for 2006,
Macedonia is on the penultimate place in the region of Southeast Europe.
Albania is on the last 111th place with index of 2.6.
RELIGION TEACHING IN THE
EDUCATIONAL SYSTEM
The council of religious collaboration of the Republic of Macedonia
consisted of representatives of the churches and of the religious
communities, mentioned in the Constitution of RM, (MOC, prof. d-r Ratomir
Grozdanovski, IRC, Mr. Jakub Selimosvki, KC, Mr. Ante Cirimotic, EMC Mr.
Mihail Cekov and EZ, Mr. Viktor Mizrahi), held a meeting on which was said
that the alignment of the Orthodox God faculty and the Faculty of the
Islamic sciences to the universities in RM is a necessarily that have to be
realized as soon as possible. After that the Council is asking from the next
school year a religious science to be inducted in the educational system of
RM, and at the same time the Council ascertains that the process of the
denationalization of the properties of the churches and of the religious
communities is not satisfying and should be realized in the more intensive
way.
A PROMOTION OF MACEDONIAN
EDITIONS IN BELGRADE
At the 17th International conference in organization by the Institute of
international policy and economy from Belgrade, a promotion of Macedonian
editions “From Panony to the Aegean part” and “The contribution of Macedonia
in the world civilization” by the academic d-r Antonije Shkokljev-Donco and
Slave Nikolovski-Katin, has been held. An introduction speech for the first
work, that is related with the conncetion of Panony and the antic Macedonia,
has the professor Edita Stojik-Karanovik, who stated his meaning in which a
large number if information for the truth of the Balkan in the antic period
have been represented, with a special accent to the ancient Macedonia. For
the book “The contribution of Macedonia in the world civilization”, beside
professor Edita Stojik-Karanovik, the authors of the books also spoke. In
addition, academic A. Shkokljev-Donco gave an extensive explanation for this
work, in which the contribution of Macedonia towards the world in the period
of ten centuries, staring from VI century BC, the period of the big
Macedonian Empire – the reign of Phillip and Alexander the Macedonian till
tsar Samuil, is been underlined.
“AUTUMN MUSICAL CEREMONIES”
With a concert of the violoncellist Reno Dezarden and the pianist Marta
Godeni from France, in the Museum of Skopje the annual “Autumn musical
ceremonies” were opened. On the manifestation that this year was held for
the seventh time, till the end of the month on the stages in the Club of
ARM, the Museum of Skoje, Daut-pashin amam, the cinema “Frosina” and the
Macedonian opera and ballet will attend more musicians from our country, and
participants from abroad as well. The Direction of culture and art is the
organizer and they say that modern flows of the classic music will be
presented. |

EUROPEAN COMMISSION REPORT ON MACEDONIA PROGRESS RELEASED
The European Commission (EC)welcomes the reforms Macedonia has realized last
year, recommending to the Government to step up its efforts in transforming
the judiciary, police and anti-corruption measures, reads the EC report on
the country's progress, released Wednesday.
- Macedonia is well on the way to satisfy the political criteria. It has
pursued political reforms in 2006, although at a slower pace. To some
extent, this is due to formation of a new government, reads the EC report on
the country's progress, released Wednesday.
Parliamentary elections were generally conducted in a peaceful and orderly
manner and largely in accordance with international standards.
However, there were significant irregularities on the election day - ballot
stuffing, family voting, intimidation and other types of fraud. Vote
participation was low - at 56%., which require for the citizens' trust to be
further strengthened. Strong political will commitment will be needed to
ensure higher standards at the new elections due in 2009, the report says.
- The increased tensions between the majority and the opposition, especially
with DUI-PDP, needs to be addressed. It will be essential for the government
to seek consensus on a number of critical reforms, due to the specificities
of the country's political model, and in the interest of political
stability. The opposition will need to assume its role fully and
constructively, which will be important in areas linked to the reforms
undertaken to implement the Ohrid Framework Agreement.
EC considers that reforms in the organization of the public administration
are taking place progressively and aim to improve management and increase
transparency. However, implementing the administration and police reforms
remains serious challenge.
Referring to the judicial system, the report notifies that the
constitutional and legal framework for an independent and efficient
judiciary is largely in place. However, most of the reforms in the judiciary
have not yet entered into force. There are important challenges in his
field, which require a sustained reform program.
Some progress has been made in strengthening the legal and institutional
framework for fighting corruption. However, corruption remains widespread.
Many allegations of corruption have yet to be investigated. Strong political
will is required to step up efforts to combat corruption effectively, the
report says.
It has also registered no major violation of civil and political rights,
recommending more efforts for improving the legal framework and enhancing
effective implementation of those rights. |
